The National Airports Corporation (NAC) has officially farewelled Mr. Wellington Timothy Warren, Project Director for the Civil Aviation Development Investment Program (CADIP) in June 2026, following eight years of dedicated service.
At a farewell luncheon hosted by the NAC, Acting Managing Director and CEO Mr. Dominic Kaumu, on behalf of the NAC Board and Management, expressed sincere appreciation for Mr. Warrenβs tremendous contribution in leading one of the Governmentβs largest high-impact airport infrastructure investment programs.
Mr. Kaumu commended Mr. Warrenβs outstanding leadership, which was pivotal in the successful delivery of major airport projects under CADIP I, including Momote, Vanimo, Kavieng, Tari, and Mendi.
He further acknowledged Mr. Warrenβs critical role in CADIP II loan negotiations and implementation, which has advanced all major airport and rural airstrip projects currently underway.
βMr. Warrenβs departure leaves a gap for NAC, and we will require a leader of similar calibre to continue the momentum of CADIP II and the upcoming CADIP III,β Mr. Kaumu said.
He encouraged the CADIP Project Implementation Unit staff to remain resilient and committed, assuring them of NACβs continued support.
In the interim, NAC has appointed Ms. Fiona Serum as Acting Project Director. Ms. Serum, an IEPNG registered Civil Engineer, has over a decade of experience with NAC, having served as project engineer, project manager, and Deputy Project Director.

She has acted in the directorβs role on numerous occasions and brings extensive expertise in design, procurement and contract management for major airport and rural airstrip projects.
Mr. Kaumu called on NAC staff and stakeholders to give full support to Ms. Serum as she leads the PIU team to ensure business continuity.
CADIP, funded by the Asian Development Bank (ADB) and the Government of Papua New Guinea, was established in 2009 and continues to positively transform the nationβs aviation transport sector.
